More French troops go to Central African Republic

BANGUI, Central African Republic ?

As rebels advance in Central African Republic, France has deployed an additional 180 troops to protect its interests.

Col. Thierry Burkhard told The Associated Press Sunday that the reinforcements arrived Sunday from nearby Gabon, bringing the total French military force in the capital, Bangui, to nearly 600. The troops are to protect French residents in the capital, which many fear will be attacked by the rebels.

In another security measure, President Francois Bozize imposed a curfew from 7 p.m. until 5 a.m.

Bozize earlier appealed to France for help against the rebels, but Paris said it would only protect French interests.

The rebels have seized 10 cities in recent weeks.

The African Union is attempting to set up negotiations in Gabon between the Bozize government and the rebels.

New York Mayor Says iPhone, iPad The Cause For Rising Theft Numbers

The rate of major crimes in New York City was up for 2012, and Mayor Bloomberg blames Apple device theft according to a New York Times report.

In 2012 New York City saw an increase of 3,484 major crime incidents throughout all five boroughs. The increase in the number of stolen Apple devices increased by 3,890 incidents throughout the year. Without the increase in Apple device thefts major crime numbers would actually be down from 2011.

Mayor Bloomberg specifically mentioned iPhones and iPads as devices that thieves regularly target. Competing Android devices weren?t mentioned by name.

Matt Elam sets tone for Florida Gators? defense

Back in October, with Florida and LSU knotted in a physical battle in which every yard gained seemed to be a struggle, Gators safety Matt Elam made what his teammates this week have called the biggest play of the season.

Facing a third-and-7 from inside UF territory, LSU quarterback Zach Mettenberger hit streaking wide receiver Odell Beckham in stride down the right sideline. A blown coverage resulted in Beckham picking up the game?s longest gain of 56 yards, but what stopped the play helped jump-start Florida?s resurgence to the top echelon of college football.

Coming over from his safety spot, Elam chased down Beckham and stripped the ball. A review confirmed the fumble. The Gators recovered and used the momentum to score on the ensuing possession and all but put the game away.

?That play defined our season,? cornerback Jaylen Watkins said. ?He could have gave up on the play or just make the tackle, but he went the extra mile to make the strip. It turned the whole game around.?

Elam, named an Associated Press All-American earlier this month, played arguably the most important role on UF?s fifth-ranked defense.

A versatile defensive back with the ability to play nickel cornerback and both safety spots, Elam provided defensive coordinator Dan Quinn the flexibility and trust to get creative with the calls in front of Elam. He finished the regular season second on the team with 65 total tackles, including 10 for a loss of yards. He also intercepted four passes and batted down another five.

Louisville offensive coordinator Shawn Watson said Elam embodies everything a coach wants from a safety.

?He?s a guy that can impact the game,? Watson said. ?He can wreck the game for you.?

But with his stock peaking and the NFL an attractive option for a player ranked at the top of most analysts? boards at his position, it?s becoming less and less likely that the Gators can expect Elam to return to that role next season. Elam on Saturday declined to comment on questions regarding a decision to go pro, but he did not state an intention to return and all indications point to him entering the draft in April.

Elam?s older brother, Abe Elam, is a seven-year veteran safety in the NFL currently playing for the Kansas City Chiefs, and Matt said the advice he has received from Abe has been paramount.

?Without him, it probably would have been a lot more difficult,? Elam said. ?[Having a brother that?s been though it] takes a lot of burden off of me.?

Still, despite Elam playing an integral role on the nation?s best defense against the pass, defensive lineman Sharrif Floyd said players leaving is just the nature of the game.

?At the end of the day, it?s college,? Floyd said. ?Your seniors are going to move on. Your juniors, if they?re talented, they?re going to move on, too. You?ve got to get the next one ready to play. Show him the way to go, especially if you?re one of the ones leaving.?

??Florida has sold just 7,000 of its 17,500 ticket allotment forWednesday?s Sugar Bowl game against Louisville. Last time UF was in the Sugar Bowl in 2010 for Tim Tebow?s last game the school also fell short,failing to sell 5,000 of its allotment.

Ontario reaches tentative deal with union representing school support workers

TORONTO - Ontario?s education minister says the province has reached a tentative agreement with the union that represents school support workers.

Laurel Broten says the template deal with the Canadian Union of Public Employees came after an additional 30 hours of discussions ? and in time to beat Monday?s midnight deadline for agreements with teachers and support staff.

Broten has not said if she would move to impose deals on Jan. 1, only that she has the option to do it under Bill 115.

The legislation freezes the pay of most teachers, reduces their ability to bank sick days and limits their right to strike.

CUPE represents about 55,000 workers, including educational assistants, early childhood educators, instructors, custodians, librarians and secretaries.

CUPE Ontario president Fred Hahn says the union remains opposed to Bill 115 and will continue its campaign to repeal it, which includes a legal challenge.

The union says its leaders will vote on the tentative deal Jan. 5 and if it?s approved, a ratification vote will follow in the weeks afterwards.

Broten says the government is prepared to allow CUPE?s union locals and their school boards another 14 days past Monday?s deadline to allow time for the votes to take place.

The union representing public elementary teachers held a series of rotating one-day strikes earlier this month that affected every public school board in the province as part of its fight against the controversial legislation.

Broten has continued to urge the unions to use the final days of the year to keep trying to reach agreements with local school boards before the deadline.

?At this point, 65 ratified local agreements have been submitted. I am hopeful that those school boards, teachers and support staff who have yet to conclude and submit local agreements will do so,? Broten said in a statement Sunday.

?This recent agreement demonstrates that it is possible to find solutions when we remain focused on putting students first.?

She said she?ll announce the government?s next steps on Thursday.

Dos Santos vs. Velasquez 2: What's Next for Junior Dos Santos

The longest undefeated streak in the UFC?s heavyweight division came to an end at UFC 155 last night after champion Junior Dos Santos had his belt viciously taken from him by the hands of Cain Velasquez.

No one expected the fight to go the full five rounds, but knockout artist Dos Santos stayed in the match until the bitter end as Velasquez pushed and pressed him and threw him around like a rag doll.

No one expected it to be that one-sided, either, as the fight played out as differently to the pair?s first contest as possible. This time Velasquez didn?t give his dangerous Brazilian opponent the space or the time to land a wild, reaching shot to put his lights out.

That must have been the most disheartening thing of all for Dos Santos, with the one-sided beating demonstrating what a gulf there really is between him and the new champion.

After his undefeated run in the UFC came to an end at the hands of Dos Santos last year, Velasquez was philosophical; brushing himself down and coming straight back into the title picture with a devastating win over Antonio ?Bigfoot? Silva in May and then the win last night.

Dos Santos will be looking for an equally quick turnaround.

The series is leveled 1-1 between Velasquez and Dos Santos, and there is already talk of a rubber match to settle the score.

But that may be premature at this stage. Dos Santos didn?t do enough to earn an immediate rematch, and Velasquez had to fight another fight before he could prove himself No. 1 contender when he lost to the Brazilian. Dos Santos will likely have to do the same in the stacked heavyweight division, and win convincingly.

Talk of a fight between him and Alistair Overeem has been percolating for some time, and the bad blood between the two does make an eventual meeting between the two necessary. However, Overeem must first take on Bigfoot at UFC 156 next month. If he gets past him, the Dutchman will likely look for a title shot rather than waste his time with Dos Santos.

Overeem was promised a title shot last year, until a failed drug test ended his hopes of facing Dos Santos for the belt last May. That means Dos Santos could be given the loser of the Overeem/Silva match first, before he?s given another chance at Velasquez.

In the meantime, Dos Santos will likely be facing a lengthy medical suspension after his beating at the hands of Velasquez, although reports that he suffered a broken jaw in the contest have now been denied.

This gives him plenty of time to consider his next move and see how the heavyweight division shakes out over the coming months before jumping in the cage once again.

(AP) ? The White House and Senate Republicans sorted through stubborn disputes over taxing the wealthy and cutting the budget to pay for Democratic spending proposals as Monday's midnight deadline for an accord avoiding the "fiscal cliff" drew to within hours.

Senate Minority Leader Mitch McConnell, R-Ky., spoke repeatedly Sunday to Vice President Joe Biden, a former Senate colleague, in hopes of settling remaining differences and clinching a breakthrough that has evaded the two sides since President Barack Obama's November re-election. In one indication of the eleventh-hour activity, aides said the president, Biden and top administration bargainer Rob Nabors were all working late at the White House, and McConnell was making late-night phone calls as well.

Unless an agreement is reached and approved by Congress by the start of New Year's Day, more than $500 billion in 2013 tax increases will begin to take effect and $109 billion will be carved from defense and domestic programs. Though the tax hikes and budget cuts would be felt gradually, economists warn that if allowed to fully take hold, their combined impact ? the so-called fiscal cliff ? would rekindle a recession.

"There is still significant distance between the two sides, but negotiations continue," Senate Majority Leader Harry Reid, D-Nev., said shortly before the Senate ended an unusual Sunday session. "There is still time to reach an agreement, and we intend to continue negotiations."

The House and Senate planned to meet Monday, a rarity for New Year's Eve, in hopes of having a tentative agreement to consider. Yet despite the flurry of activity, there was still no final pact.

And in a move that was sure to irritate Republicans, Reid was planning ? absent a deal ? to force a Senate vote Monday on Obama's campaign-season proposal to continue expiring tax cuts for all but those with income exceeding $200,000 for individuals and $250,000 for couples.

Attached to the measure ? which the GOP seemed likely to block ? would be an extension of jobless benefits for around 2 million long-term unemployed people. The plan was described by Sen. Richard Durbin of Illinois, the chamber's No. 2 Democrat.

The House and Senate met Sunday ready to debate an agreement or at least show voters they were trying. But the day produced alternating bursts of progress and pitfalls, despite Senate chaplain Barry Black's opening prayer in which he asked the heavens, "Look with favor on our nation and save us from self-inflicted wounds."

In one sign of movement, Republicans dropped a demand to slow the growth of Social Security and other benefits by changing how those payments are increased each year to allow for inflation.

Obama had offered to include that change, despite opposition by many Democrats, as part of earlier, failed bargaining with House Speaker John Boehner, R-Ohio, over a larger deficit reduction agreement. But Democrats said they would never include the new inflation formula in the smaller deal now being sought to forestall wide-ranging tax boosts and budget cuts, and Republicans relented.

"It's just acknowledging the reality," Sen. Susan Collins, R-Maine, said of the GOP decision to drop the idea.

There was still no final agreement on the income level above which decade-old income tax cuts would be allowed to expire. While Obama has long insisted on letting the top 35 percent tax rate rise to 39.6 percent on earnings over $250,000, he'd agreed to boost that level to $400,000 in his talks with Boehner. GOP senators said they wanted the figure hoisted to at least that level.

Senators said disagreements remained over taxing large inherited estates. Republicans want the tax left at its current 35 percent, with the first $5.1 million excluded, while Democrats want the rate increased to 45 percent with a smaller exclusion.

The two sides were also apart on how to keep the alternative minimum tax from raising the tax bills of nearly 30 million middle-income families and how to extend tax breaks for research by business and other activities.

Republicans were insisting that budget cuts be found to pay for some of the spending proposals Democrats were pushing.

These included proposals to erase scheduled defense and domestic cuts exceeding $200 billion over the next two years and to extend unemployment benefits. Republicans complained that in effect, Democrats would pay for that spending with the tax boosts on the wealthy.

"We can't use tax increases on anyone to pay for more spending," said Sen. Kay Bailey Hutchison, R-Texas.

Both parties also want to block an immediate 27 percent cut in reimbursements to doctors who treat Medicare patients. Republicans wanted to find savings from Obama's health care bill as well as from Medicare providers, while Democrats want to protect the health care law from cuts.

Both sides agree that a temporary 2-percentage-point cut in the Social Security payroll tax was likely to expire. That reduction ? to 4.2 percent ? was initiated by Obama two years ago to help spur the economy and has meant $1,000 annual savings to families earning $50,000.

A senior defense official said if the spending cuts were triggered, the Pentagon would soon begin notifying its 800,000 civilian employees to expect furloughs ? mandatory unpaid leave, not layoffs. It would take time for the furloughs to be implemented, said the official, who requested anonymity because the official was not authorized to discuss the preparations
